The FMB Board
The First Nations Financial Management Board (FMB) operates as a under Parts 3 and 6 of the First Nations Fiscal Management Act (FMA).
The FMA sets out the FMB’s purpose, powers, and functions, and establishes an arm’s-length relationship between the FMB and the federal government — meaning we operate independently and are not an agent of the Crown.
The FMB is accountable to the Minister of Indigenous Services Canada (ISC). The Board of Directors provides overall strategic direction and oversight to ensure the FMB meets its legal and regulatory responsibilities under the FMA.
The Board is composed of nine to 13 directors, including a and . The Governor in Council appoints the majority of directors, while up to three directors may be appointed by AFOA Canada or another prescribed body.
The FMB Board Appointment Process
The Board brings together men and women from across the country — including First Nations citizens — dedicated to strengthening First Nations financial management and administrative . They bring the experience, knowledge, and skills needed to fulfill the FMB’s mandate.
The Governor in Council (GiC), on the recommendation of the Minister, appoints the Chairperson and between five and nine other directors. These directors hold office during good behaviour for terms of up to five years and may be removed by the GiC at any time for cause. Directors may be reappointed for additional terms, and the GiC strives to stagger appointments so that no more than three directors’ terms expire in any given calendar year.
In addition, AFOA Canada, or another body prescribed by regulation, may appoint up to three more directors for terms of up to five years.
