Leadership Team

Harold Calla is a member of the Squamish Nation and a leading voice in First Nations economic empowerment. His work is grounded in lived experience—shaped by decades of leadership within his own community and across First Nations governments in advancing economic development, land management, and financial governance.

As Executive Chair of the First Nations Financial Management Board, Harold has been instrumental in building systems that enable First Nations to strengthen governance and access capital markets—work now supporting over 385 Nations across Canada. He has played a key role in the development of landmark Indigenous-led legislation, including the First Nations Fiscal Management Act, creating practical pathways for Nations to exercise greater jurisdiction and economic independence.

He currently serves on the Board of Directors of BC Ferry Services and previously served on the Board of Trans Mountain Corporation (term concluded December 2025), among other public and private sector boards.

Harold brings a rare combination of community-rooted leadership and national policy influence—offering insights that are grounded in lived experience and focused on advancing opportunities for future generations.

Scott Munro is Kaska Dena (Yukon Territory).

As Chief Executive Officer, Scott liaises and builds relationships with Indigenous governments and rights holders, partners, and organizations across the country. Scott works closely with the Board of Directors to advance the FMB’s mission and strategic objectives, bringing over 20 years of finance and leadership experience from both the private and public sector.

Scott is currently Chair of the Canadian Public Sector Accounting Board’s Indigenous Advisory Group and is active in building partnerships with professional organizations to promote reconciliation with Indigenous Peoples.

Scott also serves on the board of the B.C. Financial Services Authority, the Crown corporation that regulates financial institutions and professionals to protect consumers and support B.C.’s prosperity. Scott has a Bachelor of Arts (Honours) from Queen’s University and FCPA, FCA, and CAFM designations.

Shayla Point is a proud member of the Musqueam Indian Band.

As Deputy CEO & Director of Indigenous Engagement, Laws and Relations (IELR) at the FMB, Shayla provides strategic leadership and direction to advance the FMB’s mandate of supporting strong financial governance, accountability, and economic self-determination for First Nations across Canada.

Since joining the FMB in 2011, Shayla has been instrumental in building trusted relationships with First Nations and leading initiatives that strengthen Nation-led governance under the First Nations Fiscal Management Act. Her team supports communities in developing and implementing Financial Administration Laws and advancing through the FMB’s certification processes.

Before joining the FMB, Shayla practiced as an associate lawyer at an Aboriginal law firm in Vancouver, where she worked on matters involving economic development, Aboriginal rights and title, the duty to consult and accommodate, and intergovernmental negotiations.

Shayla holds a Bachelor of Arts (Psychology) and a Bachelor of Laws from the University of British Columbia, as well as a Master of Business Administration in Indigenous Business and Leadership from Simon Fraser University.

Her passion lies in supporting First Nations to strengthen their governance, exercise their inherent rights, and advance their social and economic priorities.

Grant Christoff, LL.B., ICD.D is a member of Saulteau First Nations, part of Treaty 8 in the northeastern portion of B.C. As the FMB’s General Counsel and Director of Strategic Opportunities, he is responsible for providing legal and governance advice to the Board. He is also responsible for the ongoing development and, where required, implementation of policy initiatives designed to support economic reconciliation.

Prior to joining the FMB, he served as legal counsel with the First Nations Health Authority and worked on a contract basis with his own community. He has over 20 years of public law experience within the federal Department of Justice, ending his career there as the Director of the Aboriginal Law Section, accountable for litigation and advisory services in the B.C. region.

Grant serves as a Director with Via Rail, and as the Chair of the Board of Governors for his son’s school. He is a graduate of and previously an adjunct professor at the University of Victoria Law School.

Amy Comegan is an Anishinaabe kwe (woman) from the Anishinaabeg of Naongashiing First Nation on Lake of the Woods in Northwestern Ontario. In her position as Director of Capacity Development, Amy oversees the Capacity Development team in the implementation of Financial Administration Laws and/or policies enacted by First Nation governments and not-for-profit organizations.

Amy first joined the FMB in 2024 as the Senior Manager of Capacity Development for the Eastern Region leading the Eastern team of Capacity Development Managers and working closely to support Ontario, Quebec, and Atlantic First Nations in implementing their Financial Administration Laws. 

Prior to working at the FMB, she was the Director of Finance for Big Grassy First Nation and was previously Executive Director for Bimose Tribal Council in Kenora, Ontario. She currently serves on the Board of Trustees for the First Nations Market Housing Fund. Amy is passionate to work with Nations and Indigenous not-for-profit organizations to build financial management and governance capacity which will ultimately lead to self-determination.

Lee Fulla leads the Standards team, which establishes standards for Financial Administration Laws, Financial Management System Certification, Financial Performance Certification, and the reporting of local revenues, and provides certification services in relation to those standards where applicable. The development and administration of the NFR Grant Compliance Opinions is another initiative in which Lee has been heavily involved. Lee also collaborates with others at FMB on the development of responses to exposure drafts issued by other standard setting organizations seeking comment.

Prior to joining the FMB in 2014, Lee obtained his CPA designation working for a regional public practice firm on Vancouver Island working as the assurance manager. Lee gained his experience supporting non-for-profit organizations and small businesses. Lee obtained his Bachelor of Business Administration degree with a focus in accounting from Vancouver Island University.

As Director of Certification, Natalia provides support to FMB clients through the high quality certifications suitable for First Nation governments and organization. In collaboration with others across FMB, Natalia supports development, improvement and implementation of certification guidelines and processes, while maintaining the integrity of Financial Performance Certification, Financial Management System Certification and other forms of assurance and attestation. Natalia has traveled to various communities across Canada, working with leadership to evaluate their governance systems and support their paths towards certification and self-governance.

She earned her Bachelor Business and Administration from Simon Fraser University in Accounting and Finance. Then, she pursued a Chartered Professional Account designation while working for one of the largest international audit firms, KPMG, where she stayed for five years. Natalia has also been a director on the board for Economic Development for Chawathil First Nation since June, 2025.

Robert South is an experienced government relations professional who works to ensure that governments across the country understand and support the FMB’s work. Having worked in Ottawa for nearly 20 years, he has a keen understanding of all levels of government and has developed an extensive contact network.

A first-generation Canadian from England, he gained his Bachelor of Arts (Economics) from the University of Calgary. Robert has had the opportunity to work with several First Nations organizations in his career on issues such as education and housing. Robert believes it is very important that he and other settlers understand Canada’s history with Indigenous Peoples, and the need for meaningful action on reconciliation.

As the Director of Finance and Operations, Sarah Berto leads the team responsible for the management of the day-to-day operations of the FMB including finance, information technology, information management, access to information, asset management, and contract administration.

Since joining the FMB in 2013 as a member of the Standards and Certification Team, Sarah has worked extensively with First Nations across the country along their journey to Financial Performance and FMS. Sarah has a Bachelor of Arts degree from the University of British Columbia and is a Chartered Professional Account (CPA, CA).

As the Associate Director, People and Culture, Jennifer Tetrault is responsible for leading and managing the full spectrum of Human Resource (HR) services, policies, and programs across the organization. Her work supports a strong, people-centred culture aligned with the FMB’s strategic goals.

Since joining the FMB in January 2020, Jennifer has played a key role in supporting the organization’s rapid growth, building trusted relationships with staff and partners, and helping to shape a workplace that values collaboration, accountability, and inclusion.

A lifelong learner, Jennifer holds a Certificate in Human Resources from the University of Calgary and is an active member of CPHR B.C. and Yuk. She has also completed Business Administration courses through Lethbridge College, studied Human Resources and Labour Relations at Athabasca University, and earned a Strategic Human Resource Leadership Certificate from the Rotman School of Management at the University of Toronto.
