The First Nations Financial Management Board (FMB) Board of Directors is accountable to the Minister of Crown-Indigenous Relations. Its role is to ensure that the FMB fulfills our legal and regulatory mandate.

Jean Vincent, Director

Jean Vincent is Chairman of the board of the Native Commercial Credit Corporation (SOCCA). The corporation provides commercial financing to Aboriginal start-up or expanding businesses. Mr. Vincent is also Chairman of the board of the Aboriginal Savings Corporation of Canada (ABSCAN). The corporation provides Aboriginal people with savings products and loans in the real estate, institutional and commercial sectors.

Jean Vincent was Vice-Grand Chief of the Huron-wendat Nation from 2008 to 2018. He was involved in the creation of the National Aboriginal Capital Corporations Association (NACCA) for which he is currently Chairman of the board. He is also a trustee of the First Nations Market Housing Fund. He was also a founding member of the Native Financial Officers Association of Canada and vice-chair of its board of directors.

Early in his career, he worked for the National Bank of Canada and the Department of Indian and Northern Affairs Canada. He sits also on other board of directors.

Paul Rochon is Executive Advisor at Deloitte Canada, where he focuses on issues related to economic strategy, climate change, the energy transition and commercial transportation. He was recently a member of the Independent Review Committee on Standard Setting in Canada, established by CPA Canada to provide advice on the formation of a Canadian sustainability standard setting board. He is also a member of the Advisory Board for the Max Bell School of Public Policy, McGill University.

Paul was Deputy Minister of Finance (Canada) from 2014 to 2020. Prior to this appointment, he held a number of Deputy Minister positions in the federal government; including: Deputy Minister of International Development; Associate Deputy Minister of Health and Finance Deputy Minister at the G7, G20 and the Financial Stability Forum.

He holds a MA in Economics from the University of Toronto and a BA in History from McGill University.

Mike McIntyre holds the position of Chief Financial Officer in Membertou, where he's worked since 2001. As a Membertou community member, Mike works daily to serve both the government and commercial needs of Membertou through his role in finance.

A graduate of Cape Breton University and the CPA designation program, Mike was awarded his FCPA designation in 2022; the highest recognized honour in the profession.

As CFO, Mike has contributed greatly to the growth and success of Membertou over the last twenty years. Additional to his work in finance, he has also supported in business development, and project management to many of the developments that have taken place in Membertou. Mike has sat on many boards throughout his career including: Sydney Credit Union, PSAB Discussion Group, United Concrete & Asphalt and Clearwater Seafoods.

Notable achievements that took place under Mike's leadership as CFO include, tripling Membertou's land base, graduation rates in the community have increased to 90%, Membertou became ISO 9001 certified, and named as a Canada's Best Managed Company. The opening of 13 commercial business operations, and various partnerships have also contributed to the overall growth and financial success of Membertou.

Mike played a key role in the acquisition of 50% of Clearwater Seafoods, North America's largest integrated seafood company in 2021.

Mike's dedication to his community is evident through his passion and years of commitment to Membertou. As growth continues in the community, Mike's leadership in finance is a constant source of guidance for the organization.


Crystal Laborero, Director

Crystal Laborero is a band member of Sapotaweyak Cree Nation and is presently the principal of Laborero Consulting where she enjoys taking on innovative projects that can positively impact community. She is the board Chairperson for Assiniboine Credit Union, past Chair for The RBC Winnipeg Convention Centre, board member for Manitoba Blue Cross, Legal Aid Manitoba and Winnipeg World Trade Centre. Crystal is the first incumbent to hold the position of Trust Manager for Peguis First Nation Surrender Claim Trust, managing the administration for a $130 Million trust. She is also the former Director, Human Resources with Tribal Wi-Chi-Way-Win Capital Corporation (TWCC) and the founding CEO of Aski Financial. Crystal has extensive experience in Indigenous human resource issues as well as community development. In a previous role, Crystal was Director of Aboriginal Relations for United Way of Winnipeg where she was charged with the responsibility to develop a first of its kind strategy that builds and enhances relationships with and for the Indigenous community.

Crystal was also pivotal in the development of the Aboriginal Employment Initiative with the Winnipeg Chamber of Commerce and the Business Council of Manitoba. This initiative was the first of its kind in Canada as it brought together two major business groups, two levels of government and representation from a national Indigenous organization. Crystal also spent 10 years working with Royal Bank Financial Group in many capacities ranging from management to human resources where she specialized in the recruitment & retention of Indigenous employees. She was also part of the team to open the first on-reserve branch for the bank in Manitoba located at Peguis First Nation and lived in the community for 3 years.

Crystal holds a Certificate in Human Resource Management and a Certificate in Management from the University of Manitoba. In addition, Crystal attended Queen's School of Business - Leadership Program and holds a Certificate in Practical Workshop Facilitation from the University of Winnipeg. Crystal is a recent graduate from the Directors Education Program from Rothmans Institute of Corporate Directors and holds an ICD.D designation.
