A First Nation may choose to form a committee to perform a task more efficiently or with expertise in relation to a specific matter. Terms of reference allow for the smooth functioning of the committee and Council must create these for each committee.
The terms of reference for each committee must set out:
- the minimum number of members needed
- the conditions a committee member must meet, if any, in order to be on the committee
- the committee’s:
- goals or desired end results
- tasks and responsibilities, including any laid out by the FAL
- voting rules
- meeting and reporting responsibilities
- that agendas and minutes for all committee meetings must be kept for at least seven years. (There is more information on record keeping in Information Management.)
